Procedure ByLaw Update

This week, Council will be reviewing the updated Procedure By-law — and I want to be clear: I fully support this update. It’s long overdue.

Our current by-law has not aligned with provincial legislation, Strong Mayor Powers, or our Committee of the Whole structure for more than two years now. This has created unnecessary confusion for residents, Council, and staff. A clear, consistent, and transparent Procedure By-law is essential for good governance — one that residents can easily understand and that clearly outlines how decisions are made.

This update has already come before Council twice this term, and both times the recommendation from staff to update the by-law so that it aligns with legislation and our governance framework was defeated on a 4–3 vote at the Committee meetings of November 7, 2023 and February 20, 2024.

That’s why I brought forward this motion: to ensure our Procedure By-law finally reflects current legislation, aligns with our governance structure, and provides the clarity and transparency our community expects and deserves.

I sincerely hope Council supports this update. Aurora deserves a Procedure By-law that works, that complies with the law, and that supports open, transparent, and accountable decision-making.

Here is what I said and the vote from the November 7, 2023 meeting…
